Does FEMA Let You Buy Coverage Without an Agent?
Yes. FEMA launched a self-service tool in October 2026 that lets you buy a National Flood Insurance Program (NFIP) policy online through Floodsmart.gov with no agent involved. Some older articles still say you can’t buy NFIP coverage directly, but that is now outdated.
What Changed
Until recently, buying an NFIP policy meant contacting a licensed agent or a Write Your Own insurance company. FEMA released a quoting tool in late 2024 that let people see a price without an agent, but purchases still had to go elsewhere. The new tool adds the purchase step. It is available to anyone living in one of the roughly 22,700 participating NFIP communities.
How It Works
You enter your property details at Floodsmart.gov/policy-quote, choose coverage and a deductible, and get a quote. From there, you can buy through NFIP Direct, which is FEMA’s own servicing arm. You can also take your quote to an agent, and the site will list three licensed agents if you want help. You can add insurable interests, such as your mortgage lender, and pay your premium to complete the purchase. U.S. News reports the process takes under 10 minutes.
The 30-Day Waiting Period Still Applies
Buying online doesn’t make coverage start sooner. NFIP policies generally have a 30-day waiting period before they take effect. There are exceptions, such as when you buy in connection with a new mortgage. That makes the speed of the tool less useful if a storm is already approaching, so buy well before hurricane or heavy-rain season.
What You Give Up Without an Agent
The NFIP premium is set by FEMA, so the same coverage costs the same through NFIP Direct or any agent. The difference is advice. An agent can explain deductibles and coverage limits, coordinate with your lender and closing deadlines, and quote private flood policies alongside the NFIP. The online tool quotes only NFIP. NFIP building coverage is capped at $250,000 for homes, so if your home costs more to rebuild, a private policy may fit better.
Things to Check Before You Buy
- Confirm the coverage limits match your rebuild cost and belongings
- Compare at least one private flood quote if your home is high-value
- Check whether your lender requires flood insurance and by what date
- Remember NFIP authorization has been extended in short increments, so watch for news on renewal deadlines
