Why Are Coastal Bend Homeowners Facing Rising Insurance Costs?

The Coastal Bend region — encompassing Corpus Christi, Rockport, Victoria, and surrounding communities — sits at the epicenter of Texas's most concentrated insurance pressures. Here is exactly why homeowners in this region are paying more than almost anyone else in the state.

Hurricane and Tropical Storm Exposure Is the Primary Driver

The Coastal Bend's geography makes it one of the highest-risk insurance zones in North America. Gulf Coast cities like Galveston and Corpus Christi pay the highest premiums in Texas due to hurricane exposure — with annual homeowners insurance costs ranging from $5,000 to over $10,000, compared to a statewide average of $3,899 to $4,085. The Coastal Bend took a direct hit from Hurricane Harvey in 2017 and has faced repeated tropical threats in the years since — and every major storm refreshes the statistical case insurers make for elevated premiums in the region.

TWIA Premiums Add a Mandatory Second Layer of Cost

Unlike inland Texans who carry a single homeowners policy, Coastal Bend homeowners must carry two separate policies — a standard homeowners policy for non-wind perils and a TWIA windstorm policy for wind and hail damage. TWIA wrote roughly $700 million of residential premium across about 275,000 residential policies in 2025, which works out to an average neighborhood of $2,500 per TWIA policy per year on top of the underlying homeowners policy. The combined cost of maintaining both policies makes the Coastal Bend one of the most expensive insurance markets in Texas — and in the country.

Carrier Exits Have Reduced Competition

The coastal market's concentrated catastrophe risk has driven several private carriers to restrict or exit coverage entirely. When carriers leave a market, competition drops — and with fewer options, remaining carriers have less incentive to compete aggressively on price. Surplus lines carriers from Lloyd's syndicates and managing general agents have expanded Texas coastal market share substantially since 2022, often at higher prices and with fewer consumer protections than admitted carriers.

What Coastal Bend Homeowners Can Do

Despite the challenging market, TWIA filed for no rate increase on 2026 residential windstorm policies — providing rare stability for the 14-county coastal zone. Homeowners should shop both their base homeowners policy and their TWIA coverage annually, invest in storm-resistant upgrades that qualify for TDI-encouraged discounts, and review their dwelling coverage limits against current rebuild costs before the next hurricane season.
